Summary:

The essential function of the position within the organization is to manage and process cases in the family, juvenile, civil, probate and mental health divisions. The position is responsible for staff supervision of ten case management and mediation staff members; development and oversight of all programs within the divisions; overseeing equipment and inventory; managing the county and state budgets within each division; evaluating and monitoring casework; developing and administering policy and procedures; performing a variety of administrative functions from providing statistical reports to being a liaison for the judiciary on multiple boards. Routine travel throughout the circuit is required.

Essential Duties and Responsibilities:

Supervises staff at the direction of the Trial Court Administrator, including but not limited to the following: performing interviews for vacant positions throughout the circuit; training employees; assigning and evaluating work of employees; counseling employees; disciplining employees and making recommendations, including hiring and termination; preparing of annual employee performance evaluations; conducting routine staff meetings.

Plans, supervises, and coordinates multiple and diverse projects for the circuit including implementing long range planning objectives and other policies and procedures and providing assistance to the court in its specialized areas of operations.

Provides planning, monitoring and supervision of special projects and court programs; provides contract management of circuit contractual services; staffs various judicial projects and committees; and ensures compliance with statutes, laws and established court policy and procedure.

Provides input and direction to establish and meet annual operational goals and objectives; works with teams to develop process management.

Supervises case management staff in the family, juvenile, civil, probate and mental health divisions in the preparation of case files and court orders for hearings, orders of extension, modification, dismissal and final judgment for the court; in the gathering of case-related information for judges; in the interviewing of litigants for final hearings and compilation of data for order submission; in facilitating custody evaluation orders.

Supervises mediation staff. This includes training, assigning and evaluating work; reviewing work to ensure regulation compliance, recruiting contract and volunteer mediators, reviewing assigned reports and statistical reports, coordinating special projects and revisions as required; reviewing and/or developing program manuals.

Monitors pending case data and reports for integrity and accuracy; acts as the circuit’s liaison with the Clerk of Court for case discrepancies and issues with ICMS; reviews pending case data for cases that require judicial intervention; monitors pending case load reports for compliance with time standards.

Schedules, coordinates and attends meetings with judges and other stakeholders; works on special committees and projects to improve services for litigants involved in court cases.

Designs, develops and recommends operational changes to comply with new statutes or rules; Designs and develops programs and services in collaboration with other court managerial personnel and the Chief Judge.

Conducts research in matters concerning all court activities, including gathering, compiling, analyzing and evaluating data.

Assists staff with complex cases, including reviewing and auditing files, conducting meetings, resolving conflicts and making decisions.

Attends and conducts staff meetings, participates in state-wide special projects and other professional meetings to exchange information; Attends professional workshops, seminars and conferences to improve professional skills.

Education and Experience Guidelines 

Education:

Refers to job specific training and education required for entry into the position. Additional relevant experience may substitute for the recommended educational level on a year-for-year basis.

Bachelor’s degree in public or business administration, social work, law or closely related field.

A master’s degree is preferred. 

Experience:

Refers to the amount of work experience that is required for entry into the position that would result in reasonable expectation that the person can perform the tasks required by the position.  Additional relevant education may substitute for the recommended experience on a year-for-year basis, excluding supervisory experience.

Five years of related managerial work experience including two years of supervisory experience.

A master’s degree in an area cited above may substitute for two years of the recommended managerial experience.

A Juris Doctor degree from an accredited law school may substitute for three years of the recommended managerial experience. 

Licenses, Certification, and Registration Required:

Refers to professional, state, or federal licenses, certification, or registrations required to enter the position.

Requires a valid State of Florida Driver’s License. 

Travel Required: 

This position requires routine travel throughout the circuit to supervise employees in the Plantation Key, Marathon and Key West courthouses.
